No law says your workers must hold a CSCS card. CSCS and CITB both say it isn't a legislative requirement, and that the choice sits with the principal contractor or client. But most principal contractors and major housebuilders require one, and Build UK's contractor members accept only cards carrying the CSCS logo. If you work for main contractors, treat the card as the condition of getting your team through the gate.
What the law actually asks of you
The law cares about competence, not cards. Under regulation 15 of CDM 2015, a contractor must not employ or appoint anyone to work on a construction site unless they have, or are getting, the skills, knowledge, training and experience to do the job safely. The same regulation says each worker needs suitable supervision, instructions and a site induction.
Anyone hiring a contractor has a duty too. Regulation 8 says they must take reasonable steps to check the contractor has the skills, knowledge, experience and organisation for the work.
HSE's guidance on CDM goes further. It says sole reliance shouldn't be placed on industry certification cards as evidence that a worker is competent, and points to nationally recognised qualifications, such as NVQs, as the better assurance.
So a card is good evidence, but it doesn't discharge your duty on its own. You still need to know the person can do the task in front of them.
Why main contractors insist on the card
The push comes from the industry, not the law. In January 2015, the Construction Leadership Council agreed that clients, contractors and government should specify card schemes carrying the CSCS logo, with no equivalents accepted.
Build UK's members apply that decision through the Build UK Training Standard, last updated in June 2025. On their sites:
- Anyone doing a construction job needs a card carrying the CSCS logo, checked with CSCS Smart Check.
- If a card won't scan, is out of date or looks fake, access isn't recommended and the principal contractor decides.
- Supervisors need SSSTS or an equivalent course, and managers need SMSTS or an equivalent.
- Other operatives need a health and safety course equivalent to the Level 1 Award, unless they've completed an NVQ in the last five years.
Those rules cover subcontractors too, so a crew that doesn't meet them can be stopped at the gate.
What a CSCS card proves, and what it doesn't
A valid card shows that, when they applied, the holder had the qualification CSCS accepts for their occupation, or was registered on one, and had passed the right CITB Health, Safety and Environment test in the previous two years.
It doesn't prove the holder is trained for every task. Build UK gives the example of a steel erector who holds a CSCS card and also needs an IPAF card to use a mobile elevating work platform. Plant, lifting and access equipment usually need their own tickets.
It also has to be the right card. Put a skilled worker on site with a Labourer card and CSCS says they'll be refused site access, because that card only covers unskilled work.
And it has to be real. CSCS Smart Check is the only platform that verifies all 2.3 million cards displaying the CSCS logo. CSCS warns that looking at a card won't catch one that's fake, revoked or obtained by fraud.
Who on your team needs a card
Only people doing construction work. CSCS says anyone on site for a non-construction job shouldn't be expected to carry one. Build UK names delivery drivers and security staff as examples.
Work experience placements of under three weeks don't need a card either. The site manager inducts those people and escorts them where needed. Build UK adds that anyone on work experience should stay with a skilled operative who holds the right card.
How to get your team carded
- Check each worker's card. Use CSCS's Card Finder with their job and qualification. New labourers need the Level 1 Award or an approved alternative. Experienced tradespeople without an NVQ can register for one and get an Experienced Worker card while they finish. CSCS says On Site Assessment (OSAT) and Experienced Worker Practical Assessment (EWPA) routes are quicker than a traditional NVQ.
- Book the CITB tests. Four or more candidates can be booked together through CITB's Navigator group booking system. CITB also runs a mobile testing service that comes to you, paid for at least 10 days ahead.
- Apply through CSCS Online. An employer account lets you apply for several workers at once and use a prepaid account. You'll need each worker's certificate, CITB test ID and test type, date of birth and National Insurance number. CSCS holds the total on your card and only takes payment for approved applications.
- Check for funding. CITB grants help registered employers pay for training, and CSCS says many small employers who don't pay the levy can apply too.
- Diary the renewals. Cards renew from six months before expiry to a year after. You'll sign the Labourer Declaration Form when your labourers renew. Temporary cards, such as Trainee and Experienced Worker, can't be renewed, so plan when each worker finishes their NVQ.
How we can help employers
Our employer training plans give you a dashboard to assign courses and track staff, with training records ready for an audit. For each new labourer, you can add the CSCS Green Card package so you're not chasing course dates, test slots and CSCS forms for every starter. Your recruit does the Level 1 course and exam, we get them a CITB test slot at a local Pearson centre, and we take care of their card application.
If a worker wants to understand the process for themselves, send them how to get a CSCS card.
Frequently asked questions
Is it a legal requirement to have a CSCS card?
No. CSCS and CITB both say holding a CSCS card isn't a legislative requirement. What CDM 2015 does require is that contractors only take on people for a task who already have, or are building, the skills, knowledge, training and experience it needs. Principal contractors and clients use the card as one way to check that.
Can a site refuse workers without a CSCS card?
Yes. Whether workers need a card is up to the principal contractor or client, and most principal contractors and major housebuilders require one. On sites that follow the Build UK Training Standard, anyone doing a construction job needs a card with the CSCS logo, and the principal contractor decides what happens when a card fails its checks.
Do subcontractors need CSCS cards?
On most main contractor sites, yes. The Build UK Training Standard applies to everyone working on its members' sites, including subcontractors. Their operatives need a card carrying the CSCS logo for their occupation, and supervisors and managers need the health and safety courses the standard lists, such as SSSTS for supervisors and SMSTS for managers.
Can employers apply for CSCS cards for their staff?
Yes. Employers use CSCS Online to apply for several workers in one go, and can pay from a prepaid account. You'll need each worker's qualification certificate, CITB test ID and test type, date of birth and National Insurance number. Individuals applying for themselves use the My CSCS app instead.
How do I check a CSCS card is genuine?
Scan it with CSCS Smart Check, which works for every card carrying the CSCS logo, including virtual cards in the My CSCS app. If a card looks fraudulent, Build UK says to deny access, keep the card, photograph both sides, record the holder's name and address, and report it to CSCS.
Do delivery drivers and security staff need a CSCS card?
No. CSCS doesn't issue cards for non-construction occupations, and Build UK names delivery drivers and security staff as examples. The site manager is responsible for inducting them and escorting them where needed. Some sites insist on cards for everyone, and CSCS says that practice wrongly turns away legitimate workers.
Can CITB grants cover CSCS training?
Possibly. CITB grants support training for employers registered with CITB, and CSCS says many small employers and self-employed people who don't pay the levy may still be able to apply. Check whether the course you want is grant-eligible with CITB before you book, and register your business first if you haven't.
